Merge russia under an existing continent root? #3

Currently, since de4e52698e, Russia is defined as a root region in the planet paths list.
This is intentional, as GeoFabrik has Russia at the root level itself, and omitting it would result in incomplete planet builds.

However, this introduces an inconsistency in the hierarchy as Russia is being listed alongside continents in the root of every planet output.
(And the first level of split up planet data - generated from recursive - being africa, antarctica, australia-oceania, central-america, europe, north-america, RUSSIA, south-america - may not look well when exposed to users)

It may make more sense to group Russia under a continent - most likely Asia or Europe - to maintain a structure of root level listing continents in the planet layout, even if that means diverging from GeoFabrik being the source of truth.

Since 62b9997d39 this issue has effectively been offloaded to GeoFabrik. since we are no longer authoritative of the structure, just mirroring it. Closing for now
